QUALIFICATIONS SUMMARY

Captain Higley is a career aviation entrepreneur. He has successfully owned and operated Part 43 Aviation Maintenance MRO’s, Flight Schools, and Fixed Base Operations. As an Airframe & Powerplant Technician with FAA Inspection Authorization he has supervised maintenance on Piston and Turbine Aircraft and Powerplants.

As an International Airline Pilot he holds Type Ratings on the Boeing B767/B757/B737NG, Airbus A330, and Fokker F100/F28 aircraft. He also holds ATP and CFI ratings in Helicopters and Airplanes Single/Multi Engine Land and Sea as well as FAA Gold Seal Flight and Ground Instructor Certificates. He was awarded and successfully operated an FAA Air Carrier Operating Certificate servicing North & South America.

Holding a PhD and MBA he is one of less than 100 certified NEBB Master Machinery, Equipment, and Aviation Appraisers. Serving clients as an Executive Large Loss Insurance Adjuster/Appraiser with USPAP endorsements he has been retained as an Expert Aviation Witness by both Defense and Plaintiff Law Firms Worldwide.
